Commissions of Inquiry

As President of the United Nations International Criminal Tribunal for Rwanda (ICTR), Sir Dennis was an Under-Secretary General of the United Nations and was responsible for liaising with United Nations Member States as well as the Security Council. He oversaw the implementation of ICTR strategic policies and the management of its external relations. He has regularly addressed the Security Council of the United Nations to deliver six-monthly Reports on behalf of the Tribunal in his capacity as President on the progress of the Security Council’s Completion Strategy.

As Chief Justice of the Eastern Caribbean Supreme Court and President of the CCJ, Sir Dennis was required to liaise with Caribbean Community Heads of Government on matters concerning the administration of justice.

As foreign minister of Belize, Godfrey Smith led negotiations on Belize-Guatemala border dispute before the Organization of American States (OAS) and has represented Belize at the United Nations General Assembly, EU-Latin American summits, Commonwealth Ministerial meetings, OAS General Assemblies and CARICOM-USA ministerial meetings.
